Ahead Of Final Funeral Rites For Five Chiefs… Osu ‘Asafoastseme’ Threaten Mayhem

The ‘Asafoatseme’ of Osu have threatened to raise hell on the day of the planned final funeral rites for five departed Chiefs of Osu for the simple fact that the host and the sitting Chief Nii Kinka Dowuona VI, who is organizing it is not the rightful Chief.

 

Nii Okwei Kinka Dowuona VI is reported to be gearing up for a grand celebration of the final funeral rites for five Chiefs of Osu on 21 October 2017.

But for the timely intervention of some respected elders of Osu, some teeming youth from the Asafoatse group of Osu would have plunged the whole of Osu into total chaos last Friday evening in a protest to register their displeasure against the planned final funeral rites to be conducted by Nii Kinka Dowuona VI.

According to the leader of the group, Asafoatse Nii Tempong and Asafoatse, who spoke to this reporter, without mincing words indicated, that “We the people of Osu as well as well-meaning traditional leaders across the country knows that Nii Okwei Kinka is an imposter who is enjoying political support from some unscrupulous government officials. Party after party and government after government, this imposter appears to be having his way around them when they (politicians) all know the truth.”

All we are simply saying is that we are not sitting down, we are actually seriously fighting our case at all relevant quarters, that is, the Supreme Court, National House of Chiefs and the Greater Accra Regional House of Chiefs so it is imperative that as we have chosen the path of law, state functionaries invited to this program should take a cue because he is not the Chief of Osu and cannot organize such a solemn ceremony on our behalf, he said.

He continued that “Besides, we don’t even agree to the total of five chiefs whose final rites we are talking about here because the basis for the selection of those needs to be clarified”.

He clarified thus; Nii Nortey Dowuona III (Nii Nortey Kwashie) was said to be one of the most revered chiefs of Osu and he deserves any number of honors. He died in office as Osu Mantse in 1931. Nii Noi Owuo II also died in office as Osu Mantse in 1949. He deserves to be honored. We are not so sure of the other three listed chiefs who did not retain their stools to the end.

Nii Noi Dowuona IV (Nii Noi Roman) was forced to leave office by a Government announcement by the then Hon Minister of Justice and Attorney General. We need to have a discussion as to the level of honor he deserves. The same Government announcement purported to have made Nii Narteh Dowuona V Osu Mantse. This was at a time when the customary rites which made Narteh the Osu Mantse had not been completed. The Siriboe Committee which enquired into these matters recommended that Nii Narteh Dowuona V stood destooled as Government was not a kingmaker of Osu. The committee further asked that Owuo We, the Principal Royal House of Osu must provide the next Osu Mantse.

Finally, Jonathan Nortei Noi of Adjuwate (one of the four Dzaase Houses at Kinkawe Osu) was not from Owuo We as he claimed. He usurped the Owuo We stool in 1970 which precipitated twelve year litigation, from 1970 to 1982. In their ruling the then Eastern Regional House of Chiefs, see Transfer Suit No. 1/76 decided among others that ‘those who nominated elected and installed him (Nii Nortei Owuo III) committed a gigantic fraud on Owuo We. Everything that was done was and remains a nullity. Accordingly, the petitioners claim succeeds and they are entitled to their remedy’. The enforcement of the decision of the then Eastern Regional House of Chiefs, Dodowa, was affirmed by PNDCL.38 dated 3 December 1982. He (Nii Nortei Owuo III) cannot be honored as his number III was transferred to Nii Nortey Owuo III.

He said, “Osu needs consensus on all these matters. Particularly so, as Nii Okwei Kinka Dowuona VI himself is another state sponsored chief, with only a fraudulently obtained ‘extract’ to his credit. Even so on the face of that ‘extract’ it is clearly shown that Nii Nortey Owuo III remains in office as Osu Mantse. The recognition which Government continues to give to Kinka Dowuona is not based on Government’s own espoused ‘rule of law’ as Kinka Dowuona has not and cannot ever show that Nii Nortey Owuo III has been destooled as Osu Mantse; of course he is alive and he has not abdicated.

 

For now we urge all state officials in particular the Hon Greater Accra Regional Minister, the Hon Minister of Tourism and Cultural Affairs and citizens who believe in the rule of law; that they must not glorify this staged farce designed to give unwarranted publicity to an illegitimate person whose capacity is being challenged at both the Greater Accra Regional House of Chiefs, Dodowa and at Supreme Court of Ghana, Accra. As the Mirror lawyer said in the Mirror of 6-12 October 2017: “where breaches of the laws are not punished by the state, impunity will be the order of the day and wrong may be justified as right”.
