Philip Guribie Petitions National Security …Over Land @ Oyibi

 A Director at The National Security Secretariat, Dr. Baba Sayuti has allegedly been involved in a land grabbing activity in Oyibi.

Dr. Baba Sayuti who is being aided by some police officers led by Prince Agyeman Badu, has been accused of unlawfully entering into a property belonging to one Philip Guribie.

The said parcel of land houses the owner’s educational facility and his caretaker.

Although Philip Guribie has been in possession and occupation of the seven plots of land at Oyibi since August 2013 and September 2018 respectively, and had secured the entire land with a nine (9) foot fence wall, with two fifteen feet (15) metal gates directly facing each other, the said National Security Director continues to harass and intimidate him with the sole aim of taking over the land forcefully.

A visit to the land revealed building on all the corners of the land, a private school operating and documents including indentures have been provided covering the land which were registered in Philip Guribie’s name.

This paper has also taken delivery of Tax receipts Philip Guribie usually pays to the Kpone Katamanso Municipal Assembly and to the government for operating the school which is located on the land.

Narrating his ordeal, Philip Guribie said he has faced persistent harassment, damage of property, threats on his staff and students on the land from Prince Agyeman Badu an assign of Dr. Baba Sayuti.

According to him, he had been dragged to the Oyibi police on allegations of trespass, damage of properties in the full glare of his staff and students, and had been summoned to the National Security Secretariat by Dr. Baba Sayuti with the intention to incarcerate, intimidate, coerce and bully him to admit to manufactured allegations all in the effort to chase me him of the land.

In view of all these harassments, Philip Guribie petitioned the Honorable Minister for National Security, Albert Kan – Dapaah of the development indicating how Dr. Baba Sayuti summoned him to the Office of Chairman Bugri Naabu to paint him as disrespectful, adamant and intransigent.

In his petition to the Minister for National Security dated 7th August, 2023, Philip Guribie indicated that Dr. Baba Sayuti and his cohorts drove his security guard away from the land which exposes the school and its assets to the mercy of thieves and miscreants.

He also indicated that he had initiated a legal suit against Dr. Baba Sayuti to that effect.

Stating the fact of the matter, Philip Guribie said he was replaced with two plots of land measuring 70x200x70x200 which he bought and lost at Lake Side Agric Cattle limited with the same size of land at Oyibi in August 2012.

In view of that he received two plots measuring 70×200 x70 x200 at Oyibi as compensation and he purchased an additional two plots measuring 70x200x70x200, making a total of 140x200x140x200.

He narrated that he conducted a search at the Land Commission on the land after he was issued an indenture covering the total land measuring 140x200x140x200 because he had then made 50% payment for the land to his new grantor.

The search results from the lands commission however, came with a different name as the owners of the land, and when he confronted his grantor and it was explained to him backed by Court judgement from 2004 indicating that judgement was made in favor of Numo Borketey Adjitiri (Nii Ben Borkwei Family) and Okantamu Djanor Family.

The grantor further explained to him that these families were their relatives and that they will issue a deed of conveyance transferring the land from their name to theirs.

“I was unsuccessful in securing the building permit due the issues on the land and also the cumbersome and bureaucratic nature in securing a building permit,” he stated.

According to him, he made a financial commitment in 2018 and planted pillars and built a security room to demarcate, occupy and possess the new purchase

However, in January of 2021 he was invited to the Oyibi Police station and charged for encroachment and it was there that he found out that his land was being claimed by Dr. Baba Sayuti with the allegation that he (Philip Guribie) had encroached on his land and caused damage to his property.

After about a year, in April of 2022 one Alex Brako was on the land measuring 108x200x108x200 with a backhoe machine dividing the land for resale each at GHC80,000.00.

“It was within that same week that Dr. Baba Sayuti visited the land one early morning and announced his intention of grading everything on the land including the demarcations that Alex Brako had made.

It has also been revealed that Dr. Baba Sayuti broke part of his wall Wednesday 26th of July 2023 and used it as access to pass their concrete mixer, sand, stones and blocks; built back the part of the broken wall on Wednesday 2nd August 2023 and on Friday 4th August 2023, they unlawfully enter his compound, threatened his security man to leave the land and the building whilst Prince Agyeman Badu further put a padlock on one of the gates to the school.

In his petition, he is pleading with the National Security Minister to stop Baba Sayuti from using his office and position to unlawfully enter, vandalize, usurp, threaten to lockout and eject his security man, and to stop causing further damage to his property on the land.
