The Driver and Vehicle Licensing Authority (DVLA) has suspended plans to roll out its new Radio Frequency Identification (RFID)–embedded licence plates, initially scheduled to begin on January 2, 2026, citing outstanding legislative requirements.
Speaking at a press briefing at the Authority’s headquarters on December 24, DVLA Chief Executive Officer, Julius Neequaye, said the postponement was necessitated by delays in completing amendments to the legal framework governing the new system.
According to him, although Parliament has amended the Road Traffic Act, 2004 (Act 683), the accompanying amendments to the Road Traffic Regulations, 2012 (L.I. 2180), have not yet been finalised.
“The implementation of the RFID-embedded licence plates is contingent on the completion of all relevant legal instruments,” Mr. Neequaye explained, adding that Parliament’s recess has made it impossible for the Authority to proceed as planned.
He stressed that without the full legislative backing, the DVLA cannot lawfully implement the new licence plate system.
Earlier this year, the Authority announced plans to introduce RFID-enabled licence plates as part of broader efforts to modernise Ghana’s vehicle registration system, enhance vehicle traceability, improve road safety, and curb vehicle-related crime.
In the interim, Mr. Neequaye assured vehicle owners that existing registration arrangements remain valid.
“Vehicle owners may continue to use the current Departure from Port (DP) stickers and DV licence plates until a new rollout date is announced,” he said.
He further clarified that vehicle registration services will continue uninterrupted in 2026.
“Anyone who wishes to register a vehicle in 2026 can do so at any of our regional offices nationwide,” he stated, noting however that such vehicles will be required to undergo re-registration once the new licence plate system is implemented.
Mr. Neequaye reaffirmed the Authority’s commitment to introducing the RFID system as soon as all legal processes are concluded.
“We want to assure the general public that the rollout will take effect immediately after the outstanding legislative issues are resolved,” he said, while appealing for public patience and cooperation during the transition period.
Once implemented, the RFID-embedded licence plates are expected to significantly enhance vehicle identification, strengthen road safety enforcement, and improve the fight against vehicle-related crimes nationwide.
