Climate Change Is Not the Biggest Threat to the Global South

Every World Environment Day, the world repeats the same message.

Climate change is the defining challenge of our century.

The evidence is overwhelming. Temperatures are rising. Rainfall patterns are shifting. Floods, droughts, heatwaves and coastal erosion are becoming more frequent and more severe. The planet is sending unmistakable signals.

Yet for much of the Global South, there is a more uncomfortable truth.

Climate change is not the biggest threat.

Institutional weakness is.

This statement will strike some as heresy. For years, international climate discourse has been framed around carbon emissions, climate finance, adaptation funds and global justice. These are important issues. The industrialized world bears historic responsibility for much of the carbon accumulated in the atmosphere.

But the reality unfolding across Africa, Asia and Latin America reveals something deeper.

Climate change does not create governance failures.

It exposes them.

When a city floods, climate change may increase rainfall intensity. But climate change did not approve construction on wetlands. Climate change did not neglect drainage systems. Climate change did not allow uncontrolled urban sprawl. Climate change did not weaken planning institutions.

When drought devastates agricultural production, climate change may alter rainfall patterns. Yet climate change did not prevent investment in irrigation. It did not weaken agricultural extension services. It did not destroy watershed management systems.

The same climate shock can produce radically different outcomes in different countries.

Why?

Because vulnerability is often less a function of nature than of institutions.

This distinction matters because it changes the question entirely.

The dominant climate narrative asks:

“How can poor countries survive climate change?”

The more important question is:

“Why do some countries transform environmental stress into innovation while others transform it into crisis?”

History provides revealing examples.

The Netherlands became a global leader in water management because it was vulnerable to floods.

Israel became a global leader in water technologies because it was vulnerable to water scarcity.

Environmental constraints became engines of innovation.

What if the Global South has misunderstood the nature of the opportunity before it?

For decades, developing countries have approached climate change largely as a problem requiring compensation, aid and adaptation support. While these remain legitimate demands, they are not a development strategy.

The twenty-first century is creating a new global market unlike any before it.

Every flood creates demand for flood-management technologies.

Every drought creates demand for water solutions.

Every heatwave creates demand for cooling innovations.

Every waste crisis creates demand for circular economy systems.

Every climate risk creates demand for new forms of infrastructure, insurance, forecasting, environmental intelligence and resilience planning.

In other words, climate change is not only producing environmental risks.

It is creating the largest adaptation economy in human history.

And herein lies the paradox.

Many countries in the Global South possess precisely the environmental challenges that could become laboratories for solving those problems.

Accra’s flooding, Lagos’s waste crisis, Nairobi’s water challenges and countless other urban pressures are usually discussed as symbols of failure.

Perhaps they should also be seen as opportunities for experimentation.

The next generation of globally competitive industries may not emerge from laboratories in wealthy countries alone.

They may emerge from cities forced to innovate because they have no alternative.

This requires a fundamental shift in thinking.

Environmental problems must cease being viewed solely as liabilities.

They must also be viewed as innovation assets.

The objective should not simply be climate resilience.

It should be climate entrepreneurship.

The goal should not merely be surviving environmental change.

It should be building industries around solving it.

This may be the most neglected climate strategy in the developing world.

We speak endlessly about reducing vulnerability.

We speak far less about creating value.

Yet the countries that prosper in the climate era are unlikely to be those that receive the largest climate funds.

They are likely to be those that develop solutions the rest of the world needs.

The future may therefore belong not to the nations that suffer climate change least, but to the nations that become indispensable in helping humanity adapt to it.

That is why the greatest climate challenge facing the Global South may not be climate change itself.

It may be a failure of imagination.

For too long, developing countries have been encouraged to see themselves primarily as victims of a warming planet.

The next stage of development requires a more ambitious vision.

Not victims.

Inventors.

Not recipients.

Builders.

Not merely adapting to the future.

But owning part of it.
