The Tema Oil Refinery (TOR) has denied reports that it has shut down due to lack of government investment, calling the claims misleading and inaccurate.
Speaking to Citi Business News on February 20, 2026, TOR’s Head of Corporate Affairs, Godwin Mahama Ayaba, explained that the refinery is currently in the second phase of its operational ramp-up after a successful test run, following years of inactivity.
He said TOR is preparing to connect the F-61 furnace with the existing F-1 furnace to power the Crude Distillation Unit (CDU). This integration is expected to increase production from the current 28,000 barrels per stream day to 45,000 barrels per stream day.
Mr. Ayaba explained that operations must be temporarily paused to allow engineers to safely carry out the integration process. He also stressed the need for caution, noting that the F-61 furnace exploded in 2017 and must meet strict engineering standards before being brought back into operation.
He added that Vega Engineering, the Italian firm that built the F-61 furnace, must supervise its commissioning before handing it over to TOR’s internal engineers.
Mr. Ayaba reiterated that TOR’s current operational posture is not due to funding shortages, technical faults, or maintenance problems, dismissing public claims of underinvestment as incorrect.
