A confidential petition submitted to the National Security Council Secretariat (NSCS) and the Inspector General of Police has raised fresh concerns about alleged forgery of official land records, armed land guard invasions, and administrative obstruction within Ghana’s land management system.

 

The petition — dated 30th September 2025 and signed by Mr. Ehab Fattal, Managing Director of Rainbow Premier Homes Real Estate Ltd. (RPH) — appeals for urgent intervention to protect life, property, and the rule of law following what the company describes as “unlawful encroachment and tampering with official land documents” on its property located at Otele, East Legon, Greater Accra Region.

THE PETITION’S CLAIMS: HOW IT ALL BEGAN

 

According to the document, Rainbow Premier Homes acquired the land in 2006 from Elizabeth Ohene after conducting due diligence and confirming ownership through official searches at the Lands Commission. The petition explains that Ohene herself had obtained the land through a 1999 lease from the family of Nii Kotey Amli III, the original owners.

 

The company claims it took lawful possession of the land and developed it until its operations were disrupted by one Charles Opoku-Darko, who allegedly sent armed land guards to the site and compelled the company, “under pressure,” to sign a deed of assignment in 2007.

 

The petition further recounts a series of disputes and court actions stretching over a decade, including High Court proceedings and police complaints, all documented with exhibits attached to the submission.

 

 

COURT JUDGMENTS AND CONTINUED CONFLICTS

 

Rainbow Premier Homes states in the petition that after years of litigation, the High Court (Land Division), on 4th May 2022, delivered a final judgment confirming the company’s ownership of the land.

 

However, the company alleges that despite this ruling, the Land Registration Division of the Lands Commission refused to complete registration of its title — a move the company believes has emboldened renewed intrusions by land guards and third-party claimants.

 

The petition specifically mentions that some officials of the Commission “may have tampered with historical records,” citing a September 2025 official search that reportedly revealed the deletion of the company’s plot details and the insertion of a new ‘deed of surrender’ dated December 2006, which the company describes as inconsistent with previous records.

 

 

ALLEGED ARMED RE-ENTRY AND SECURITY THREATS

 

Rainbow Premier Homes further alleges that on 12th August 2025, armed men invaded the land, demolished walls and staff rooms, and uprooted trees. The company claims the intruders acted “at the instance of East Legon Shopping Mall Ltd.” and an individual identified as Mrs. Maame Ama Fosua, allegedly representing that company.

 

The company says it reported the matter to the East Legon Police Station and filed new injunction applications at the High Court, Adenta, seeking to restrain all activities on the site pending determination of ownership.

 

 

TAMPERING OF LAND RECORDS AND OFFICIAL SILENCE

 

The petition accuses unnamed officials of the Lands Commission of possible misconduct, alleging that “records have been altered without justification” to create new claims over the land.

 

It references the refusal of Mrs. Yaa Agyemang Boadi, then Director of the Land Registration Division, to finalize registration of the land in the company’s name — a decision the petition describes as “an administrative obstruction that undermines public confidence.”

 

RPH argues that the inconsistencies in the Commission’s recent reports constitute “evidence of manipulation” that requires forensic investigation.

 

 

WHAT THE COMPANY WANTS NATIONAL SECURITY TO DO

 

In its submission  NSCS and the Police, Rainbow Premier Homes requests:

  1. Immediate security deployment to clear and secure the land, halt all ongoing works, and prevent further entry by armed land guards or contractors.
  2. Protection of company personnel and enforcement of the High Court judgment.
  3. A forensic audit of Lands Commission records relating to the company’s land.
  4. Referral of any suspected collusion or document falsification to the Economic and Organised Crime Office (EOCO) and the CID Property Fraud Unit for criminal investigation.

 

Mr. Fattal concludes the petition by reaffirming the company’s cooperation:

 

“We are ready to assist your officers on site and at the Lands Commission to forestall further breach of peace and ensure safety of life and property.”

 

 

A SYSTEM UNDER SCRUTINY

 

While The New Crusading Guide cannot independently verify all the claims made in the petition, the document highlights persistent allegations of fraud, document tampering, and land guard operations that have plagued Accra’s land administration.

 

The petition adds to a growing number of complaints
