Ghana’s Chief of Staff, Hon. Julius Debrah, is expected to officially declare open the 7th Africa Public Sector Conference  (APSCA 2026), as Ghana prepares to welcome senior government leaders, policymakers, public-sector executives and business leaders from across Africa.

“Leadership, Coordination and Institutional Resilience: Building Public Institutions That Work”

 

His address will set the tone for the three-day conference, focusing on the importance of effective leadership, strong government coordination and resilient public institutions capable of delivering meaningful outcomes for citizens.

 

As Ghana’s Chief of Staff, Hon. Debrah’s participation brings a strong national leadership perspective to APSCA’s broader continental conversation on how African governments can strengthen institutions, improve coordination across government and build public-sector systems that are fit for the challenges and opportunities .

 

The three-day continental gathering will take place from 14th–16th October 2026 at the Kempinski Hotel Gold Coast City, Accra, under the theme:

 

“Governance 2030: Resilient Institutions for a Digital, Green & Secure Africa.”

 

Hon. Julius Debrah will also host a number of the high-profile foreign delegates and senior African government representatives expected in Accra for the conference, further positioning Ghana as a meeting point for conversations on governance, institutional development and Africa’s future.

 

STRONG GHANAIAN REPRESENTATION

 

APSCA 2026 will also feature strong representation from Ghana’s public sector, with a number of senior government officials and institutional leaders confirmed to participate.

 

Confirmed Ghanaian speakers include Dr. Evans Aggrey-Darkoh, Head of the Office of the Head of Civil Service; Mr. Godwin Kudzo Tameklo, CEO of the National Petroleum Authority (NPA); Ms. Kathleen Addy, Chairperson of the National Commission for Civic Education (NCCE); Hon. Lydia Lamisi Akanvariba, Minister responsible for Public Sector Reforms; Md. Shamima Muslim, Deputy

 

 

 

 

 

Spokesperson of the Republic of Ghana; Dr. Irene Stella Agyenim-Boateng, Vice Chairman of the Public Services Commission; Mr. Francis Kojo Kwarteng Arthur, CEO of the Ghana Export Promotion Authority (GEPA) among others

 

Their participation will bring perspectives from across Ghana’s public administration, energy regulation, civic education, public-sector reform, government communications, public service and export development to the wider continental conversation.

 

KENYA TO LEAD HIGH-LEVEL DELEGATION

 

Kenya will be represented by a high-level delegation led by Hon. Felix Koskei, Chief of Staff and Head of Public Service of the Republic of Kenya, alongside senior government and public-sector leaders.

 

The delegation is expected to include senior officials, CEOs and Managing Directors of public institutions and State-Owned Enterprises, policymakers and other government leaders.

 

Kenya will also showcase some of its public-sector innovations and institutional achievements at the Made in Africa Festival, the official African exhibition of APSCA 2026.

 

NIGERIA SET FOR MAJOR REPRESENTATION

 

Nigeria is also expected to make a significant contribution to APSCA 2026, with Prof. Nentawe Goshwe Yilwatda, National Chairman of Nigeria’s All Progressives Congress (APC), leading a major delegation comprising senior political, government and public-sector leaders, including Governors, Ministers, Directors-General and Chief Executive Officers.

 

Prof. Yilwatda is expected to deliver a keynote address titled:

 

“The Party as Platform: How Governing Parties Can Architect Digital, Green and Secure Governance for 2030.”

 

His address will form part of APSCA’s broader conversation on leadership, governance and institutional transformation across Africa.

 

ACCRA TO BECOME A MEETING POINT FOR AFRICAN LEADERS

 

Returning to Ghana after four years, APSCA 2026 is expected to attract over 400 senior delegates from more than 10 African countries, including Ministers, Heads of Public Service, CEOs of public institutions and State-Owned Enterprises, Directors-General, policymakers, regulators, development partners and private-sector leaders.
