Lightwave Still Commitment To E-Health Agenda Despite Contract Delays

 Lightwave eHealthcare Solutions Limited (“Lightwave”), a wholly Ghanaian-owned company employing more than 150 Ghanaians, has reaffirmed its unwavering commitment to supporting the Ministry of Health’s (MOH) vision of a fully digital, integrated healthcare system for Ghana.

 

For nearly a decade, Lightwave has been instrumental in developing, deploying, and maintaining the Lightwave Health Information Management System (LHIMS) — the backbone of Ghana’s National E-Health infrastructure. The company remains proud of its role in delivering one of the continent’s most comprehensive and interoperable healthcare platforms.

In good faith and at its own expense, Lightwave has provided interoperability between LHIMS and numerous MOH-led initiatives, including integrations with banking systems, insurance platforms, DHIMS2, ePharmacy, the National Identification Authority (NIA), Birth and Death Registration (BDR), GhiLIMS, and Critical Care Child Forms, among others.  Each of these integrations, though outside the original project scope and unreimbursed, have been successfully completed and remains verifiable.

 

Additionally, Lightwave has independently replaced and restored failed hardware and networking infrastructure at numerous healthcare facilities — including Korle Bu Teaching Hospital following a fire in its data center. These interventions were made beyond the warranty period and without contractual obligation but in full alignment with the MOH’s vision to ensure uninterrupted healthcare delivery.

 

At the end of December 2024, Lightwave formally requested a contract extension to enable the completion of National E-Health initiative. The company acted in good faith, anticipating resolution following the transition of government.

 

Despite the absence of a renewed formal agreement, Lightwave has continued to maintain the LHIMS system and provide technical and operational support for the past nine months — ensuring system uptime, data integrity, and service continuity for healthcare workers and patients across Ghana.

 

The LHIMS system, which has supported care delivery in government healthcare facilities for over eight years — encompassing more than 26 million patient encounters — has a proven track record as a robust and reliable healthcare platform.

 

Lightwave has done so without any financial support from the Ministry of Health, while continuing to pay its employees and sustain operational capacity. In August 2025, the Lightwave formally notified the Ministry that this arrangement was untenable. At the Ministry’s request, Lightwave submitted an invoice for services rendered outside the formal agreement, which remains unacknowledged.

 

In September 2025, Lightwave was forced to begin rebalancing staff and support levels to accommodate available funding. This has resulted in delayed maintenance and other critical system interventions. While these adjustments have introduced some recent frustrations, at some healthcare facilities, with LHIMS operations, Lightwave deeply regrets the impact and assures all stakeholders that restoring full LHIMS support remains its top priority.

 

Lightwave remains hopeful that the Ministry of Health will join in this effort to stabilize and strengthen the system.

 

The company has also become aware of efforts to collect data on LHIMS performance with the intent of shifting blame toward Lightwave. It is important to note that the LHIMS system has successfully served Ghana’s healthcare needs for over eight years. The challenges now being experienced are not due to system failure — they are the result of prolonged administrative and political inaction.

In an effort to resolve outstanding issues, Lightwave’s CEO accepted an invitation to travel to Ghana for a direct meeting with Minister of Health and other stakeholders.  Unfortunately, the meeting did not address the intended project matters and was marked by an unexpected and uncomfortable atmosphere. Subsequently, Lightwave was surprised to learn of a temporary travel hold placed on its CEO’s passport — an action that was later reversed following assurances related to the LHIMS system.

 

Lightwave reiterates that it has acted transparently, professionally, and in the best interest of Ghana’s healthcare system throughout this process.

 

Lightwave’s LHIMS platform represents one of Africa’s most advanced national eHealth systems, supporting millions of patient records, automated health data exchange, and real-time disease surveillance. The company’s design, development, and operations teams — all based in Ghana — have successfully led major health IT projects, including:

 

  • National Healthcare Digital Platform: Integrating all government health facilities on a unified software platform.
  • Integrated Claims & EMR System: Streamlining NHIA operations with automated claims and fraud detection.
  • Disease Surveillance & Early Warning Platform: Enabling real-time outbreak detection and geospatial analysis.

 

Lightwave’s work has been recognized regionally for its innovation, scalability, and adherence to international standards such as HL7, FHIR, and ICD-10.

 

Lightwave remains committed to the success of Ghana’s National E-Health transformation. The company’s priorities are to ensure continuity of services, safeguard patient data integrity, and strengthen healthcare delivery through technology and collaboration.

 

Lightwave stands ready to engage constructively with the Ministry of Health to finalize all necessary administrative and contractual arrangements — to secure the future of the LHIMS system for the benefit of all Ghanaians.
