The Vice Chancellor of University of Education, Winneba(UEW), Rev. Prof. Anthony Afful–Broni may be cursing the day he engaged in high –profile blunders at the university as a Transport Management Committee member, as investigation conducted by the Economic and Organised Crimes Office (EOCO) into some allegations of breaches at the UEW transport policy in 2017 indicts him.

The report, a copy of which is in the possession of this paper reads in part that “on 21st March 2017, the Head of Transport of UEW Alvin Kwesi Andoh notified management of the University through the Registrar that, section 8(b) of the policy has not been complied with”.

According to the report, Alvin Kwesi Andoh, submitted proposals on the insurance policy, but “this proposal was not acted upon Members of the Transport Committee Chaired by the Pro-Vice Chancellor, Rev (Prof) Afful-Broni”.

The EOCO report therefore concluded that: “There was a breach of the transport policy by the University, per the transport policy, members of the Transport Management Committee are to be held responsible as stated in section 2 sub section a and b of the transport policy”.

On the allegation of breach of UEW policy, section 8(b) of the transport policy of the University states that “the University shall invite competitive bidding for the insurance of its vehicles every three years”.

However, investigations by the Economic and Organised Crimes Office revealed that the University breached section 8(b) of the policy above and that “from 2010 to date, the University maintained Phoenix Insurance as its insurer without engaging in competitive bidding to select an insurer”.

On the 18th of May, 2017, EOCO received two petitions from Hon Alexander Afenyo-Markin, Member of Parliament for Efutu Constituency, through Dr Matthew Opoku-Prempeh, Minister of Education on an alleged case of procurement infractions and improper governance system at the University of Education, Winneba (UEW).

The petition was made against Prof Avoke, former Vice Chancellor of UEW, Dr Theophilus Senyo Akorlie, Head of Finance and Akwaah-Memsah, former Registrar.

The EOCO investigations formed the genesis of woes of the former Vice Chancellor, but curiously, Rev (Prof) Afful-Broni was left of the hook.
