Ghana’s economy faces a growing crisis as rampant commodity smuggling threatens to cripple legitimate businesses, deter investors, and drain the country of vital tax revenue, according to the African Chamber of Content Producers (ACCP).
The organization, which works to promote economic growth and a positive image of Africa, has sounded the alarm on the widespread smuggling of goods such as sugar and cooking oil through Ghana’s borders with Togo and Ivory Coast.
In a statement issued this week, the ACCP revealed that multiple importers—some of whom are members of the Chamber—have complained about the devastating impact of smuggled goods flooding the local market at significantly lower prices due to tax evasion and non-compliance with statutory regulations.
This situation has made it nearly impossible for legitimate businesses to compete, forcing some to the brink of collapse.
Beyond harming local businesses, the smuggling crisis is causing a sharp decline in investor confidence.
The ACCP disclosed that several investors who had planned to establish businesses in Ghana have now withdrawn their interest after confirming that widespread smuggling would create an uneven playing field, making their ventures unprofitable. “Ghana is working hard to attract investments and create jobs, yet these illegal activities are reversing the progress we have made,” the statement read.
“Investors are now hesitant to commit funds to Ghana’s market because they believe they will face unfair competition from smugglers who evade taxes and undercut prices.”According to the Ghana Revenue Authority (GRA), the country loses an estimated GHS 2.3 billion annually due to smuggling-related tax evasion.
With Ghana’s economy already facing challenges, the ACCP warns that if left unchecked, the situation could worsen fiscal deficits and hinder national development efforts.
The organization further noted that smuggling is not just a challenge for businesses, but a direct threat to Ghana’s economic stability.
The government relies on tax revenue to fund critical sectors such as infrastructure, healthcare, education, and social services, and continued revenue loss from illicit trade will severely hamper national progress.
The ACCP emphasized that at a time when Ghana is striving for economic stability, allowing smugglers to thrive will exacerbate economic hardship and undermine national development goals.
Call for Immediate Government Intervention;
The African Chamber of Content Producers has called on the Government of Ghana to take immediate action to combat the smuggling menace.
The organization urges the Mahama administration to prioritize this issue, strengthen trade enforcement policies, and safeguard legitimate businesses that are being pushed to the brink.
Additionally, the ACCP is urging state agencies such as the Ghana Revenue Authority (GRA), the Customs Division, the Ministry of Trade, and National Security to work together to launch aggressive investigations and enforcement operations aimed at identifying and dismantling the smuggling networks operating through Ghana’s borders.
The organization stressed that without a firm and coordinated approach, smuggling will continue to undermine national economic stability and push investors away.
Given the cross-border nature of the smuggling issue, the ACCP is also calling on regional and international bodies such as ECOWAS and the African Union to develop collaborative strategies to curb illicit trade practices and strengthen regional trade regulations.
