The Head of Business Advisory Centre of the Nsawam/Adoagyiri Municipal Assembly, Kwashie Davies Adamtey has sent a strong warning to the Municipal Chief Executive (MCE), asking him to desist from using him as proxy to insulate himself (MCE) from the liability incurred out of their quest to get their party contractors jobs to do, so they will be appeased.
It would be recall that the MCE, Isaac KwadwoBuabeng was reported to have gotten himself involved in some contract scam where he used the name of the NPP National Chairman Freddie Blay’s name to collect huge sums of monies from contractors promising them contracts.
However, in pulling himself out of the scan, the MCE Isaac KwadwoBuabeng laid the blame on some persons at the Assembly as though they were the worse culprits.
The MCE for Nsawam/Adoagyiri denied his involvement in the reported contract scam of the assembly.
According to Mr. Buabeng, it was rather the Head of Business Advisory at Nsawam- Adoagyiri Municipal Assembly, Kwashie Davies Adamtey, who used his (MCE) name and that of Mr. Freddie Blay to allegedly defraud the contractors.
According to the MCE, it was on records that in June 2020 when Mr. Adamtey was hauled before the CID headquarters in Accra over the issue, and he accepted of defrauding the 26 contractors and even started paying the money to some of his victims.
The MCE said when the contractors had informed his outfit about the issue, he on June 2, 2020, queried Mr. Adamtey about this matter and asked him to explain why disciplinary action should not be taken against him.
But Mr. Kwashie Davies Adamtey in a rebuttal, indicated that the very time Nana KwasiAgyeman sent Edmund Aboagye for them to bring profiles and processing fees for school buildings, he questioned the proprietary and viability, but later, he was convinced when he met Mr. Marinone, who explained that the National Chairman asked him to get contractors who are party people for not less than 46 school projects.
“I sent Mr. Edmund Aboagye- Regional communications member to office of Mr Buabeng and by the next day, he sent first contractor to me with his money and profile. Within a week, I received several calls from contractors who said Buabeng asked them to see me to send their profiles and money. From the initial stages I handed over those monies and profiles to Edmund Aboagye and Benjamin Odoi to be given to Madam Cecilia in Nana Agyeman’s office. Each person pays Either Ghc20,000.00 or Ghc15,000.00 which is a percentage of the total sum.”
He continued to state that Mr. Buabeng also sent some party chairmen in the name of Mr. Buabeng with money and profiles.
“Ayensuanor chairman (New Dynamic Impex) and Kasoa who brought Cinq Stars, this company, was a subject of petition at the CID headquarters, after several fruitless meetings with Nana Agyeman to get the projects. It was agreed that, for each amount paid, all facilitators and Mr. Buabeng gets GhC 10,000.00 for the work done as agreed with Nana Agyeman.”
He explained that in all, Mr. Buabeng gets between Ghc 3,000 or 1,500.00 on each project and therefore absolutely preposterous for him to blame him (Kwashie Davies Adamtey) for defrauded contractors without his knowledge.
Kwashie Davies Adamtey said, when he realized that the projects were delaying, he arranged for a meeting with all the contractors at cantonments in Nana Agyeman’s office for him to give updates on when the contracts will come.
He said: “Mr Buabeng was right there involved from the outset, and has done a lot of follow ups to Madam Cecilia Akuetteh who was receiving moneys and profiles on behalf of Nana KwasiAgyemen (Marinone), besides there were several contractors who paid money directly to Mr. Buabeng and some came through him. The former chairman of Nsawam came with a contractor from Bunso and he went to the chairman’s house in the evening to take his Ghc2,000.00 share, these are facts.”
Kwashie Davies Adamtey questioned the reason behind the MCE’s action against him at this point.
He couldn’t understand the motive behind the MCE accusing him of defrauding contractors when indeed; the MCE himself is involved in the deal from day one.
“Why is Mr. Buabeng denying? Because I have defended him at CID headquarters by stating in my response that, he knew nothing about the issues because of his position and the consequences; political cost,?” he asked.
He also claimed that the MCE had ever received his part of his share through his (Kwashie Davies Adamtey) MoMo number and brought most of the contractors from the beginning and made several calls to Madam Cecilia Akueteh when the projects were delaying.
Kwashie Davies Adamtey stressed that he has no criminal records and that all he did was to be politically aggressive to make his party contractors feel good because Nana Agyemen convinced them by doing a lot of calls in their presence to the National Chairman in respect of the school projects.
He challenged Mr. Buabeng to pay about Ghc40,000.00 that he received and “stop clinching at straw as he is animated by the vaulting ambition to be retained MCE of Nsawam and does not care the political ramifications of what he is doing.”
Kwashie Davies Adamtey said the MCE gave him only Ghc2,000.00 the first day they were invited to the CID HQ with the promise that, they will all contribute to settle the rest little by little.
“I have witnesses and evidence of MoMo transfers and technically, all conversation we had can be ascertained from the network operators,” he said and indicated that if Buabeng had exercise some discretion and caution and advise them not do that, they would not have engaged in the deal.
“It is therefore nauseating and totally evil to call the very business that you had benefitted from, a fraudulent deal when he knows we had taken responsibility but he had neglected all appeal to pay his share,” Kwashie Davies Adamtey stated.
