The Judicial Committee of the National House of Chiefs has, on Thursday October 15, 2020 ruled that Numo Osabu Abbey IV is the legitimate Stool Father of Prampram Traditional Area clothed with the capacity to install a Chief of the area.
It would be recall that some faction in Prampram led by Numo Justice David Abbey, Head of Kwei Opletey/Waku Wem petitioned the Greater Accra Regional House of Chiefs over the capacity of Numo Osabu Abbey as the Stool Father.
In the Regional House of Chiefs’ ruling, it was ruled that Numo Osabu Abbey has no such capacity which gave power to Numo Justice David Abbey to install Michael Quarcopome Parker (Nene Tetteh Waka III) as the new chief of Prampram
However, Numo Osabu Abbey filed an Appeal at the National House of Chiefs, seeking a declaration that the GARHC judgment is null and void.
In its ruling on Thursday October 15, 2020, on Suit No. NHC. 3/GAR/2019, Numo Justice David Abbey, Head of Kwei Opletey/Waku Wem, Naomi Annorkor Abey, the Most Elderly Woman, Numo Osaby Teye Larbi Abbey, a.k.a Isaac Teye Larbi Abbey (Petitioners/Respondents) vrs. Numo Osabu Abbey, Samuel Kwaku Abbey, Ebenezer Nii Tetteh Djan Abbey-Head of Tetteh Djan/Larbi Agbo We, Duke Abbey, Nee Annertey Abbey (Respondent/Appelant), the Judicial Committee of the National House of Chiefs allowed the Appeal brought before it by Numo Osabu Abbey.
The NHC Ruling states that, “We accordingly set aside the judgment of the Judicial Committee of the Greater Accra Regional House of Chiefs dated the 20th November, 2019.”
It went on to indicate that, “We order that, the cross petition by the 1st Respondent Appellant be restored and tried expeditiously by a panel differently constituted by the Judicial Committee of the Greater Accra Regional House of Chiefs.”
In view of the recent Ruling, Numo Osabu Abbey IV said, since he is the rightful Stool father who has the capacity to install a chief in Prampram, any installation done by Numo Justice David Abbey is null and void and by extension, the position of Nene Tetteh Waka III is also quashed.
He said the installation of Michael Quarcoopome Parker (Nene Tetteh Waka III) as chief of Prampram Traditional Area cannot hold anymore.
It could be recalled that Justice David Abbey installed Michael Quarcopome Parker as the new chief when it was clear that he had no capacity to install a chief in the area which make all arrangements and installation of Michael Quarcopome Parker null and void.
The Greater Accra Regional House of Chiefs (GARHC) in the heat of that controversy, indicated that Parker Kwaku who was purportedly installed as the Chief of Prampram did not pass through the due processes of selection, nomination and installation hence his position cannot be recognized.
